Adding additional Reviewers to my review group after the opening of the review period results in re-shuffling of assigned applications even if the reviewer began their review. This is a cause of frustration for administrators and the reviewers. I would like to be able to shuffle but do not want Reviewers to lose any saved but unsubmitted work.
