Currently, the renewal offset is based off of the date at which the applicant moved to an encumbered category. This encumbered at date, however, is not visible to the client, resulting in confusion as to when the renewal will take place.

We should show the Encumbered at date on the fund disbursements grid and the Post Acceptance bulk grids.
