Qualify off of categorized date/Signature Date Timestamp

There is a demand for the ability to capture an accurate time that the applicant applies, and use that time as a qualifier. Currently, users have the applicant write in a date with their signature, which is unreliable. In addition, the categorized at date cannot be used to qualify off of.
