Need ability to account for users who have become inactive and therefore should not receive any awards.

See similar use case from Morgan State University in the merged enhancement. They think AW should "know" when a student has been dropped and remove them from applicant pools but maybe a report would help them at least.

Mary Harding from Delta College would like the ability to decline all at once as well
McLennan Community College would like to be able to decline an applicant in one place. For example, the applicant is no longer attending but has a long list of opportunity applications. The admins would like to be able to mass decline the one applicant for all opportunities with on button (or a few clicks) instead of clicking the dropdown menu for each individual opportunity in ACA.
