Client has had several applicants assigned to be reviewed by reviewers that had completed a reference for them.  This is in conflict with the foundation's policy that reviewers can not review applicants that the have completed a reference for.  Client would like some functionality, or cross reference between reviewers and references that prevents these conflicting assignments to occur, and still be able to automatically assign reviews.
