Merge User Accounts - Local Authentication

They would like the ability to merge 2 applicant accounts (based on different email addresses).  It appears that some students get a .edu email at some point after they originally register with their personal email address.  the student then makes a new account with their .edu email address.  


Background

If an applicant logs in on local authentication, it will create an account for them based on thh email address.  If they then attempt to log in with a different email, it will create a new account for them, which cannot be connected to their old account.  


Why/Impact 

Having duplicate accounts for the same applicant can result in confusion when trying to keep track of the applicant in the system. 


User Story 

As an administrator, I want to merge applicant accounts so that I can correct the issues caused by an applicant logging in with multiple email addresses.

    We are a scholarship provider, not a school. We have hundreds of duplicate records in our system that we need to merge. This happens because an applicant may apply one year with their school email, then apply the next year with their personal email. Then, their parent may apply for the student with their own email address. It's a nightmare. Or, a parent will apply for one child one year using their email address, then apply for a different child the next year using the same email address. They just change all the student information when they login to apply for the second child. This situation has only gotten worse with the addition of the Blackbaud ID requirement. So many of our scholarship applicants created new records when they created the Blackbaud ID. We have to have a way to merge these records because we have to know how many times we have awarded a scholarship to each person. This has become a HUGE issue for us requiring the use of Excel spreadsheets and external applicant calculations. PLEASE help with this issue.

    This one is actually a pretty high level of effort to solve. It would be interesting to know what the scenarios are that cause a student to not yet have a .edu email address yet when they register for AW.
