Background: If an applicant begins an apply-to application, and they don't hit "save and keep editing," the application will not be recorded.  There is no way to know which applicants began an application for the opportunity but did not follow through.  

Why/Impact: There could be a need to encourage applicants to apply for certain opportunities, perhaps in the case of not having enough qualified applicants.  Also, there is no way to know if applicants choose not to apply. or if they just never found the opportunity.  

User story: As an administrator, I want the apply-to applications to save automatically so I have a record of which applicants began applications for certain opportunities and can reach out if necessary.
