Summary: Client would like to be able disqualify applicants that have a blank answer to a multiselect question where that question is used to qualify applicants off another value(s).
Business Problem: Client has Apply To opportunities that has a qualification that keys off a multiselect question answer we'll call "apples". However, applicants that have either select "apples" in the multiselect question or selected nothing at all are both recommended to a given opportunity. The client only wants applicants that selected "apples" to be qualified/recommended and disqualify/not recommend applicants with blank answers.
Suggestion Solution: For any given qualification entry, allow an option to disable the auto-qualifying of applicants that answer nothing/blank for a given question. This would allow for applicants who only selected "apples" to be recommended/qualified, and disqualify any other selections or lack of selections (blank/nothing) by applicants.
