Currently, a form field is either Reviewable or not. What the client would like is to make the field reviewable for some review groups but not for others. For example, an essay question should not be considered as part of the evaluation. Even though you give instructions to the reviewer, they can still read it anyway and have that influence their decision.

However, for other review committee's that form field should be visible.
