Show CCs and BCCs if user being cc'd/bcc'd has user account

Uiowa would like to have the system be able to log cc's and bcc's on a AW system user's account. Because their institution is decentralized they do use the ad hoc email functionality quite a bit and would like to see in the Email Logs what emails a user has been copied or blind copied on for tracking purposes.
