make reference request compatible for Transcripts
They would like to use the reference request as a request for a transcript. Options for this are to:
1. Allow for a reference request to be an administrator question
2. Allow for a single select list so they can choose from an existing list of emails to request a transcript from.
3. Allow for additional reference email so the text can be changed when requesting a transcript.
