Problem:

Reviewers, when reviewing, have to scroll down past the general application and import information to get to the meat and potatoes of the apply to scholarship- the specific questions. Most times these questions are all they care about

Solution:

Move the apply to questions to the top of the reviewing page and then put the general application and import questions.
