Allow non numerical input when making an offer to applicants Merged

Keith thinks it would be helpful for some awards to be able to enter text instead of a dollar amount when re-categorizing applicants. It would be for situations when an award is either not monetary (fellowships etc) or does not have a specific amount (awards to cover entire cost of tuition etc)
